What has been done wrong? Why aren't security policies being effective? Is it because of the national police? These and others are the questions on public security that were addressed by specialists in the field.
Specialists point out that it is not an issue that should be dealt with by means of programs, but it requires a long-term process across administrations.
Criminalist Severino Mejia said that "it is time for Panama to adopt a public policy of State", in which as a country other fundamental concepts are handled to carry out a more effective security policy.
"Insofar as we make a qualitative and quantitative change of security, depending on the significance of the crimes that are taking place, even though rates speak of reduction and so on, there is an additional element that is perception which indicates that there is a serious problem of insecurity", instructed Mejía.
The also former minister of security claimed that citizens are in a State of helplessness that must be taken care of to reduce its impact, because there is no doubt that lifestyle of the Panamanians is being affected.
Also specialists such as Mejia agree that security should be more general, with plans that are not reactive, but those derived from a thorough security policy.
"While we continue to work based on government programs, and not see beyond a political party agenda or election cycles, we are going to continue to see what we are experiencing," said Mejia.
The genesis of crime in Panama is derived from problems that come from home, due to gaps that may generate social problems.
Thus it was also evaluated by some analysts of the scourge of crime such as sociologist Danilo Toro, who stated that already in Panama "violence has permeated society".
The sociologist said that crimes, criminal acts and violence go hand in hand since these are problems that cannot be solved in a short period of time or through propaganda measures.
In the view of the social analyst, measures that can be applied to security should be sustained over time, and be based on educational training of young people.
At the same time, the former director of the national police Rolando Mirones said that the issue of security must have a common end at 20 years, because each government has come to establish new goals, and there has not been any successful government as to this crisis.
The former minister of security José Raúl Mulino regretted that rotations have not occurred within the security structures, giving rise to the gangs profiting from this. He explained that today there are areas where authorities are unable to work on law enforcement and there is an effective coordination among the bands.
He added that there is an infiltration of criminal gangs from Mexico that have led to an increase in cases that involve the family, where not only is it about juvenile offenders, but the whole family between 2013 and 2016.
Mulino explained there is a high degree of demoralization within police officers that is affecting the way to combat crime.
Moreover President Juan Carlos Varela said that at the moment he is leading security, as a challenge that he has taken on.
"Security is an issue that I am leading personally; Panama is in the midst of drug producing and consuming countries”, the President sustained.
There is a penetration of organized crime which has not received a deep answer, according to experts, in view of the fact that some security institutions have been corrupted.
